Overview: TV-V Collective Agreement for Utility Companies

The Collective Agreement for Utility Companies (TV-V) regulates the salaries for employees in water, gas, energy, and district heating utility companies. The 18th amendment to the collective agreement, signed on April 6, 2025, brought several adjustments – the current salaries are valid from June 1, 2026.

Scope of application:

  • Legally independent utility companies (energy, water, gas, district heating)
  • Companies of the Tarifgemeinschaft deutscher Länder (TdL)
  • Applies to all 15 federal states within the scope
  • Exception: Hamburg (Arbeitsrechtliche Vereinigung Hamburg e.V.)

Pay Groups (EG) in TV-V: Who is classified where?

The TV-V has 15 different pay groups, which are categorized according to task difficulty, technical knowledge, and responsibility.

Commercial/Technical Activities

EG 1–2: Simple tasks, cleaning, messenger services

EG 3–4: Meter readers, porters, drivers, typists

EG 5–6: Master craftsmen, technicians, skilled workers with training

EG 7–10: Shift supervisors, high-value technical tasks

Academic Activities

EG 9–10: University of Applied Sciences / Bachelor's degree

EG 11–13: Scientific university education (Diploma/Master's)

EG 14–15: Highly qualified technical and management positions

Components of the TV-V Salary

The gross salary according to TV-V consists of several components:

1. Basic Salary (Tariff Remuneration)

The basic salary depends on the pay group and level (see salary table above).

2. Time Allowances for Special Forms of Work (§ 10)

Additional salary components are paid for specific working hours:

Time allowances (% of hourly rate):
  • Overtime: +30 %
  • Night work (9 p.m. – 6 a.m.): +25 %
  • Sunday work: +25 %
  • Public holiday work: +135 %
  • Dec 24 / Dec 31: +40 %
  • Saturday from 1 p.m.: +20 % (except for shift work)

3. Shift and Rotating Shift Allowances (§ 10 Abs. 5–8)

For employees in shift operations (e.g., waterworks operators, control rooms):

4. On-call Duty (§ 10 Abs. 3)

Flat rate per pay group:

  • Mon–Fri: 2 × hourly rate
  • Sat, Sun, public holiday: 4 × hourly rate

In case of actual deployment: Overtime pay + time allowances

5. Hardship Allowances (§ 12)

For particularly heavy work (5–15 % allowance), e.g.:

  • Work involving special hazards
  • Extreme heat exposure
  • Heavy dirt/dust nuisance

Annual Special Payment (§ 16)

All employees employed in December receive an annual special payment (at least 100 % of the October salary). The employer can pay a higher sum.

Example (EG 7, Level 4):

  • October gross: €4,485.12
  • Minimum special payment: €4,485.12
  • Effective annual total: approx. €54,000 + special payment

Annual Leave and Additional Leave (§ 14)

  • Basic leave: 30 working days/year (for a 5-day week)
  • Shift work: +1 day per 4 consecutive months
  • Rotating shift work: +1 day per 2 consecutive months
  • Public holiday during leave: 1 additional working day

Working Hours in TV-V (§ 8)

  • Regular working hours: 39 hours per week (average)
  • Rotating shift work: Statutory breaks count as working time
  • Working time account: Flexibility rules possible through works agreement

Upgrading and Level Advancement (§ 5)

Automatic level advancement: According to length of service (see table above)

Upgrading: When higher-value tasks are assigned

  • Allowance = Difference between new and old pay group
  • Must last at least 1 month for entitlement

Frequently Asked Questions about TV-V Salary 2026

Who is employed under TV-V? Employees in legally independent utility companies for water, gas, energy, and district heating with works council members and at least 20 eligible employees.

Which upgrading is possible? For higher-value tasks, a temporary allowance (§ 5 Abs. 3) or permanent upgrading can occur – individually according to company or service agreement.

Does TV-V also apply in my region? TV-V applies nationwide except Hamburg (there Arbeitsrechtliche Vereinigung Hamburg e.V.). Individual federal states can agree on their own regulations via state collective agreements.

How is performance taken into account? § 6 Abs. 5 provides for performance allowances if performance is "significantly above average". Criteria and procedures are determined in company systems.

Is there a pension scheme? Yes – TV-V regulates a supplementary pension (§ 18) according to the Altersvorsorge-TV-Kommunal (ATV-K) or Tarifvertrag Altersversorgung (ATV).


Notice Periods and Termination (§ 19)

The notice period depends on the length of service:
